The possession is planned. The paperwork never is.

Trackwork is scheduled months out. The work reaching your depot is not. Shifts get handed back by another operator, corridors get extended, and a stop moves street two days before the possession — each time, the TODIS file has to be rebuilt and resubmitted inside the window.

Drawing route paths and typing timetables by hand does not fit that window. When the file misses the cut-off the buses still run, but they run invisibly — no journey planning, no live tracking, no in-cab navigation. Passengers fall back on printed notices.
